Does ship BPO that use components only benefit from efficiency research?

No they take advantages from both ME and TE

It can really be seen over 2-3 runs on a BPO for the lower amounts

Quick Exemple, Obelisk BPO takes 88 Cargo bay at ME0and 79 at ME10, but the number of armor plates dosent change between ME5 and 10 for a single run (15 Armor plates)
Over 2 runs, you will save one (29 instead of 30) at ME8

where CEILING(X) is the smallest integer not smaller than X, e.g. CEILING(1.00000000000001) = 2
