From what I know, citadels will have their markets. The question is - how will determining the location of an order change after the update? Right now we have this crazy algorithm for determining where something is located. How do citadels fit it?

Could be. Is it documented anywhere? The official docs are blank.

Also, having the option to get the broker's fee for a citadel would be nice. Without this data, market applications will have a hard time giving accurate results in general.

It was the same situation with outposts but CCP decided against making this data (tax and available assemblyLines) accessible.
