Running missions and had a can hacker loot my wreck.... this allows me to attack him or not? all it did was flag him as a suspect.

You can attack him... But he's probably hoping for this and is in a ship equipped for pvp and setup to counter your pve fit.

Tldr: yes, but don't.

but what would I know, I'm just a salvager

The Suspect flag grants a 15 minute universal "shoot on sight" status. So yes, you CAN shoot that "Ninja Looter" (that is what we call them here).

This does not necessarily mean you should engage such people though as once you shoot the Ninja Loot er, he/she can shoot back to "defend" him/herself

And yes... there are some players who loot wrecks explicitly for the purpose of being engaged by someone just so they can attack back.
Often, they will perform this tactic in an unassuming ship that appears to have minimal to low combat capabilities. Once engaged, they will use this ship to the maximum of its potential through better understanding of the mechanics surrounding ship-on-ship combat.

The way to counter this is to...
- have friends nearby that can assist (if you choose to engage)
- fly with PvP-centric fits (yes... you can PvE in PvP fits. It will not be as efficient, but you will be more capable in such scenarios if you choose to engage)
- "Abandon All Wrecks" to send the message to the Ninja Looter that you will not take the bait (most Ninja Looters will take the hint and warp off as they are actively looking for targets)

Bear in mind that none of the above "counters" are fool proof.

I just want to agree that if he is looting while you are there then his goal is likely to get you to fire upon him. It's called suspect baiting.

BTW, they are not called "Can hacker".

Anyone can salvage any wreck without consequences.

Unauthorized looting of a wreck gains the person a suspect flag, making them freely attack-able by all.

Attacking someone with a suspect flags earns you a limited engagement flag, where the suspect can attack you.

It is a common baiting tactic.

Personally, if someone enters my mission space, I set all my wreck free-for-all and send them some ISK, because they are obviously desperate and need it.

My ears were burning ...

Yeah you can shoot the suspect, but dont.
As mentioned its likley bait, i used to do this in a frigate and could happily take anything between a cruiser and a battleship.

Unless its Leffy, always shoot leffy if you can.
He will probably beat you sensless for it but if you do manage to kill him he follows you around shouting broken english obscenities in local for weeks on end ... Kind of like an angry eastern european pet,
You do need your whits about you though he is good.

+1 to you can, but don't. Not much drops in mission cans that would ever be worth losing a ship for anymore.
