patch info file could not be fetched

client cannot recieve patch info file by my network issues
http://client.eveonline.com/patches/premium_patchinfoTQ_inc.txt

but from HTTPS of some adress file can be downloaded

can i tell to launcher to gen patch info file from HTTPS instead of HTTP protocol ?
