There's little point describing what's it doing so here's a blurry and shaky hand help video of it. It's well enough to see what's up. I jump through a gate then FC fleet warp us all away. Im not joking when I say it's very slow it load.

All is dandy while playing in Win7 so I can cross broken hardware off the list of possibilities as the reason.

Have you experienced this issue and what did you do to solve it?

I had this after jumping the gate with 80 maels. It didn't load so I relogged, luckily still had my ship.
