How 'exact' are the total mass limits on Wormholes?

I live in a C3 with a U210 Lowsec static. So 3 billion Kg total. I'm regularly rolling through 3.2-3.4 billion kg to collapse it. I'm using 2 x 296,800,000 Kg Megas to do the rolling, finishing with a HIC. Is it normal for them to be that 'off'?

A U210 wormhole has 3b total mass. This can deviate by +- 10%, so a U210 wormhole could vary from 2.7b to 3.3b actual allowed mass.

Also, as long as there's at least some mass left, you can jump through a WH with the max allowable jump mass so you can end up putting up to just under 3.6bil mass through a U210 WH. (3bil +10% + 300mil)
