No Agents in Osmon?

So there should be a level IV agent in Osmon, but none are showing up. And Agent finder is acting goofy, like it won't give me the options to change filters, so I can't search for other SoE agents.

Is this intentional or should I fill out a bug report?

This is a known bug, but for me the agent finder worked at least.
