EVE Launcher version 1018996 has a fix that ought to help with many cases of the Wine wrapper not starting up - see full patch notes here: https://forums.eveonline.com/default.aspx?g=posts&m=6394880#post6394880

Note that the Wine support is still very much in development - please continue giving me feedback and send me your logs if you run into any issues.
