New (Citadel) Structure Refining - simplified and with Sec changes...

The current proposal to effectively replicate the linking of refining/reprocessing percentages to where the structure is located; means it stays complex, particularly with minimal differences in levels - let alone not at all logical nor plausible. Why not simplify it and relate it to the ore being mined...

With the introduction of Citadels, and specifically the Reprocessing/Refining/Compression Service Module:

- give an unbonused Module a rate of 50%(***); regardless of Sec status

- fitting a Tech 1 rig increases that to 55%; a T2 rig to 60%

- change the composition of ALL asteroid belts & anomalies such that: HiSec contains only 'basic' ore types (eg 'plain' Veldspar); LoSec has the first upgraded level of ore (eg Condensed Veldspar); and NullSec contains the densest ore (eg Dense Veldspar)

- change the composition of all ores so that an old '5%' ore is now 25% denser (now only LS); and an old '10%' ore is now 50% (and only NS)

This would mean there are no silly, complex and implausible variances due to where the same item is located and a difference is enhanced due to where you mine.

Databases of asteroid belts and anomalies can be simply parsed and changed/simplified dependent on where they spawn.
