Skillpoint not equal Skillpoint?

Hi,
Like the most i got the 200k Skillpoinst to the Weekend.
After looking down my Skills i wanted to Train Jump Frighters Lev 3 to 4.
Iam at ~516350 of 633568 SP . Now when i calculate 516350 + 200k is more then enough to full learn to Lev 4.
But when i want to alocate the skillpoints i got only up to 86% the Skill complete.
That only ~550k and only near 35k Skillpoints added.
Is the Trainingstime Multiplicator responsible or are there other factors for this result?
