Issues, Workarounds & Localization

So the issue is the following:

Whenever I have any client up and start either Geforce Experience or notepad++ (it's only those two programs I've had the issue with so far) every one of those clients will immediately freeze.
The sound will continue normally and CPU usage stay at around 10-15% but the app will stop working.
I tried waiting but gave up after like an hour because nothing changed.
Upon clicking the window of the clients a windows error popup will appear: Picture
Only way I've found so far to resume playing is to close EVE via said popup or taskmanager and re-open client.

Worth noting I guess:
- I'm running all my clients in either windowed mode or Fixed window
- using 2 screens (27" and 24") - doesn't matter on which screen I've got EVE and/or above mentioned programs up, crash will happen
- tried Fullscreen option - client did NOT crash
- if notepad++ / Geforce Experience are open when I start up my EVE clients they will work fine
- tried deleting cache & using repair.exe - didn't help


Information about my system:

OS: Windows 7 64bit
CPU: Intel i7-2600k
RAM: 16GB
GPU: Nvidia Geforce GTX 960 (Driver Version: 361.91 - newest as of date of OP)
