Long Load Time on First Undock after Logging in

I am getting incredibly long screen load times when i undock for the first time each game session. Only seems to do it the first time I undock a toon after logging in. It is occurring on 3 accounts on 3 separate installs on different drives. GTX 970 and AMD 9590 CPU at 5ghz and 24GB Ram. Connection speed and pings are good. Any ideas? Seems to have started after the last patch.

Screen looks like this when it is occurring. Once it goes black like below, can be 10 to 15 secs before the screen loads and I can maneuver.
