"Base Item Cost"

Hello lovely EVE Forums,
I have an industry question regarding the "Total Job Cost" of producing in any NPC station.

EVE prides itself on free market enterprise. When I choose to produce, let's say, 1 run of Heavy Scourge Missile, I will see that x100 Heavy Scourge Missiles have a "Total Estimated Price" of approximately 7,000 ISK, depending of course what market region I am in. (In this example I am using the Kador region).

I will also see the "Total Estimated Price" of the Tritanium and Nocxium based on the regional market. In this way, I can compare and see if I will make money. (My apologies for the obviousness of this post so far. I wish to be fully clear of the entire process).

Finally, there is a "System Cost Index" (correct me if I am wrong, this can be manipulated by Incursions or Null Sec PvP otherwise it is standard and unchanging in Empire Space. For example, in Finid manufacturing, it is 1.47%), and a "Facility Tax" (Question: Is Facility Tax only for NPC station production? Can it be modified from 10%?)

What I do not understand, and the purpose of this post, is from where does the "Base Item Cost" derive itself from? Furthermore, what is the function of "Base Item Cost?" (Other than to set a standard number in order to tax manufacturing).

System cost need is only a reflection of that industry activity in the system. If you (and others) tend to build stuff (or invent/copy/research) there a lot, it will go and affect the total cost.

Facility tax is set to 10% for NPC stations and cannot be changed. Outposts can be changed and POS production is 0% but you need to pay for fuel.

The system cost index is dynamic and varies depending on the amount of job hours that have happened in the system over the last 28 days, increasing when more industry is taking place and decreasing when there is less. Incursions and PVP don't affect it at all. Eve Uni have some decent info on it.
