Rigs, Bug or no bug?

Right, was fitting up a ship from the fitting window yesterday, and noticed it managed to fit rigs i didnt have the skills trained up for.
(not really complaining about this)
However, i do know ive not been able to do this in the past, so i sent in a bug report, and the gm reply was that this is working as intended, tho i cant remember having read about this change.

So, can someone else confirm this is now working as intended?

That is the correct behavior. Rigging skills are now purely for reducing the drawback of fitted rigs or for manufacturing. I'm not so sure why rigs still have "requirements" though...
