Is it okay to develop a program that reads the chat logs created by Eve automatically then use the information in whatever way I want. Obviously it's not going to interact with the game in any way other than reading the chat logs created by it. Evelocal.com done something similar but I'm not sure if they stopped because it was breaching the EULA.

Nope, it's not against the rules. You're pretty much free to do anything you want with the chatlogs that are saved.
