[Suggestion] Profile specific note-to-toon pinning

User story:

As a Capsuleer, I would like to record metadata about other players using the existing "Notes" mechanism, and be able to connect a note to a character. I expect to see a visual indication when a note and a user are connected.

Use case:

Three toons join Corp chat at the same time: "Bob", "Bob2", and "Bob3".

I have pinned notes to "Bob2" and "Bob3", and I see a small "note" icon after their name *but distinct from* their standing indicators. If I click the note icon, the note window is launched and I see the note I've entered before: "Bob2 and Bob3 are alts of Bob."

I have not attached this note to "Bob", so I see no icon or indicator.

And while we're at it, corp/alliance notes?

That would be a great feature, but really hard to implement.

Corp marks are already problematic, and they intentionally delay them. Between caching and unreliable connections, it's better to keep the requirements low and and introduce an expected delay than alienate players.

That's the reason there's no such thing as "Alliance bookmarks", but pinning local notes to a local user's interface *should* be doable.
