Just looking at the gang link modules and I noticed at the end of the description it says "Note: the fleet bonus only works if you are assigned the fleet booster"

This is a little confusing to me .. do these only work if you are the fleet commander or does it still work if you are the squad commander?

Fleet booster can be anyone in the fleet.

*copypastaed my answer to a similar question explaining fleet bonuses in this thread https://forums.eveonline.com/default.aspx?g=posts&m=422185#post422185 *

When assuming a leadership position in the fleet, (by right clicking your name in the fleet window and moving the pilots to squad/wing/fleet commander position) that pilot by default is also the designated booster pilot. However the booster can be reassigned while leaving the original leader still in the leadership position. This is done by revoking the booster from the leader in the right click menu of the fleet window, and then assigning Squad/Wing/Fleet booster to the pilot with boosting skills.

In order for these boosts to work then, both the leader of the group, and sub leaders, plus the booster need to be in the same system, and in space. So if your squad commander is in space, but the wing commander is not present you will only be able to receive squad bonuses, while if your wing commander is in space but your squad commander is not you will not receive any bonuses.

The booster does not need leadership skills, you just need any pilot with enough leadership skills to cover the position, so someone with leadership V if you have 10 people in the squad, and someone with wing commander 1-5 depending on how many squads you have set up. The fleet window can look like something below in your example.

Fleet commander -empty
Wing Commander/booster - Tengu Pilot
Squad 1 Commander - Some dude in a kestrel
Squad Members
4 random fleet mates
Loki pilot - set as squad booster.

In the above example the Loki pilot does not need any leadership skills at all. Just the skirmish warfare skills to give out bonuses. However the Kestrel pilot needs a minimum of leadership III since there are 6 members in his squad (The squad commander counts as one of the squad members). If there are more pilots in the squad they will not receive bonuses since the squad commander doesn't have the skills to manage that many squad members. Also to receive wing bonuses the Tengu pilot will need Wing commander I since there is only one squad. Also keep in mind the Tengu pilot will NOT recieve squad bonuses since they only affect the subordinate group.

Fleet commander -empty
Wing Commander- Retriever Pilot
Squad 1 Commander - Some dude in a kestrel
Squad Members
4 random fleet mates
Loki pilot - set as squad booster.
Tengu Pilot - set as wing booster.

Similar set up but in this case the Tengu pilot does not need leadership skills, while the retriever pilot requires Wing leadership skills.

Fleet commander -empty
Wing Commander/booster - Retriever Pilot
Squad 1 Commander - Some dude in a kestrel
Squad Members
4 random fleet mates
Loki - set as squad booster

Squad 2 commander - Tengu Pilot - set as wing booster
9x Random Fleet mates

In this example members of Squad 1 will receive bonuses from both the loki and the tengu, while Squad 2 and the Wing commander will only recieve Tengu bonuses
