Is this an example of a manipulation? How do you identify one?

I'm by no means an expert, but I would guess that you can differentiate market manipulation vs. market-dictated price decrease by looking at how much it dropped, and also by comparing to orders in other regions. Market manipulation is an artificial situation that requires effort to maintain; so typically the manipulator goes for a much bigger price difference, given the effort and the short time to realize a profit. And the price difference isn't matched in other / distant regions.
