Grid will not load when logging in

I have been having an extremely annoying issue for about two weeks now. I sent in a support ticket a week ago and still no reply and I am getting extremely annoyed. At first I wrote it off to just a temporary bug, but it isn't going away and it seems to be getting worse. When I log characters off in space my grid will not load for anywhere between 10-40 seconds after landing. With the average being about 30 seconds. Also fleet finder and other things will not load if any fleets are present. This is not happening in populated systems and with few things on grid. Sometimes it will load right away, although it seems to be the exception. While this may seem insignificant I have always loved being able to set login traps as they are called to catch unsuspecting victims. Since this is occurring I am not only not able to catch people and play the way I love I am risking losing my ship for things beyond my control as I can't fight back with what I can't see.

The screenshot I posted illustrates this problem http://postimg.org/image/rf5o3feh1/ (although it can't attest to the duration which is slightly varied). It will load things like stations, stargates, asteroid belts. However player ships, npc ships, turrets, concord billboards, etc will not load until an amount of time has passed. They do not show up in space nor on my overview. It would seem it only/mostly occurs when there is at least one player owned ship on grid.

I have never had this problem at all prior to about two weeks ago and none of my software or hardware has changed or given me any issues since that time.

Steps I have taken include the following:
1. Removed cache
2. Cleared settings
3. Reinstalled eve from scratch
4. Updated graphics card
5. Tried moving graphic settings around a bit from low to high and turning a few things on and off to no effect
6. Restarted computer/shut down
7. Problem seems like it could be some what related with more accounts open, but it happens when few are too. I have seven accounts in total.
8. Used a VPN
9. Reset router and cable modem.
10. Cleared logs
