If I am looking for a class V wormhole, do I have a better chance of finding one in high sec/low sec or null sec?

to be honest is mostly chance based depends on people collapsing the holes to keep them closed so better to try in places with low population.

i once found a WH C6 on low sec, and some wormholes systems seem to have a tendency to connect to specific regions again and again and again.

So there is no, "a C5 wormhole is more likely to be found in high sec because there are a lot of C5's with a static high sec exit?"

If Im not too badly mistaken there are no C5s with STATIC high-sec exit. Most you can hope for would be a dynamic and that could be anywhere (high, low, null). Thats for finding a C5 from K-space. If you really want to get into C5 you might try scanning low-sec for a C3. They can have static C5 in them. Anywho... good luck ;)

You're doing it wrong. Scan down ANY wh, regardless of system/region. Scan out other WH's from it until you find one that meets your criteria. Use evemaps.dotlan.net to figure out if the system has a static whatever you want. From there you scan out your daily/hourly/weekly/whatever HS wh.

Systems with static high/low/null sec holes tend to open them into the same region of known-space.
