The Image suggests that ORE have a Research Programme, that has used Rogue Drone technology to Improve their own Mining Drones.

The Text suggests that Rogue Drone mineral harvesting is substantially larger than ORE had Realised.

I do not Know. Much CONCORD legislation is Classified and Not Available to Study.

If you're going to start researching A.I., do it in NullSec where CONCORD can't find out, and please take heed of what went on beforehand. Just because you can do something does not always mean you should do something. A.I. research is BAD.

Scherezad! Is she doing well? That precocious prodigy was working with an adorable little ECM drone as I recall. I do hope the project met - or even better, exceeded - her expectations!
