I am trying to figure what is going on in this Picture

Mina is sitting in that dude staation while another pilot is grinding amatar missions it all started some 30ish mission back with l3 agent and few mission with that l4 agent but Mina do not gain effective standing increase like before with so many other agents.

Even if logs show she indeed receive it from another pilot turn in missions.

So if you please

Why effective standings don't match anything in standing tab

Why i cant see what effective standing in truth are(what effective standing actually measure)

Why they don't rise over time like with other agents?

What can i do to fix it?

1) relog; if that doesn't work
2) clear cache; if that doesn't work

Do a "Show Info" on that agent, look at the "Agent Info" tab.

At the end of the list you will probably see a entry headed "Compatibility" with the message "Your effective personal standings must be 5 or higher toward this agent, its faction, or its corporation in order to use this agent's services"

As to why you are no longer getting standing boosts from another pilots missions I am unsure. Are you certain they have the check box for "share mission rewards" set right?

^ yes because "show transactions" shows i am getting derived standings and wallet flash with occasional isk dump.

I will petition, doing final few missions after re-log and cache clear just to confirm it still not work....so far standings do not budge for Mina for grinding pilot all is working normal.
