Target Lock Delay

There is an issue I've noticed that I'll try to explain with a couple of examples. I am using the example of PVE against rats, but it could be anything.

First of all ... I warp a ship to an anomaly. I want to target lock the rats as soon as possible. I watch my speed indicator, and as soon as the indicator changes from (warping) to (xx.x m/s) I know that the warp bubble has collapsed and I can target an enemy. This is all fine and as intended.

Second example. I fleet warp my ratting ship (account #1 on screen #1) to an anomaly together with a logi ship (account #2 on screen #2.) I want my logi ship to lock up and start repping my ratting ship as soon as possible. I watch the speed indicators on both ships, and when both have changed from (warping) to (xx.x m/s) I should be able to target lock my ratting ship with my logi ship. But ... I can't. There is a delay ... 5 seconds, 10 seconds, sometimes as long as 15 seconds before I can start to get a target lock.

That is a PVE example, but the same problem can occur in PVP where you want to fleet warp and get reps (or remotes SEBOs or whatever) as fast as you can.

For info, I am not using any sort of multibox software. I am running multiple client instances on a single W10 PC with multiple monitors.

Anyone else experiencing this, or have any advice?
