Just read the upcomming patch notes and where I agree about the diminishing returns in regards SP I think there should be a addition.

When removing SP and then reapplying it to the same character you should get 100% of the SP removed and not a diminishing amount. This would allow people to get rid of unwanted skills and reapply the SP more appropriatly. Keep the diminishing returns from SP from other sources, but not form the same character.

Im very sure this could be abused to re-train. If I could, I would totally undo all of my research and social skills (probably 4-5 million points each) and get myself right into a fully trained marauder. Its nice, probably not game breaking, but shifts things too far in favor of the high SP guy trying to get a quick edge.

If i want to power level, I don't think I should be able to simply re-spec my entire character to whatever the flavor of the month is.

I dont know, eve is a game where you spend days, weeks months even years training into certain ships only to have CCP change the mechanics. Now all that time is wasted and it definatly feels like a kick in the pants.

It would still cost ISK/PLEX/AURUM so CCP would make alot of revenue. It could also mean broken ships/mechanics are patched quicker... For example currently svipuls are very strong. If everyone was suddenly flying them it would highlight to CCP there was a issue and it would be addressed. Now those people who have the RL cash or in game currency to respec all over will just be padding CCP's wallets and paying for further development of the game. Maybe in this situation people being able to rush to a FOTM ship is a good thing!

Oh also, although they have not mentioned a price of the skill extractors/injectors I assume 1 plex or the equivelant of aurum is going to be the rough price. You mention 4-5mil sp in both... so lets round that up to 10mil sp in industry etc.. You would pay if my assumptions right 20bil+ or 20 plex's. Which i think is expensive enough to disencourage exploiting of the system

I think you should only get 100% back if the same character putset it back into the same skill that way when I'm passive tanking I can get rid of TSM bit then put it back when I need to buffer tank with t2 hardeners

I've got a better idea. The skill injector should give you a second training queue so you can train two sets of skills at once at rates dependent on your current attribute map, up to the number of skillpoints you're getting from the injector. No instant skills.

CCP should just fix Tactical Shield Management to not give a negative "bonus".
