[WTB] Starter WH PvE Character

Looking to buy a useful PvE character for wormholes. Only real requirement is it needs to be able to clear C2/C3 sites with relative ease, so a half decent tengu/legion pilot would be nice.

Got a fairly low budget of 6-7.5bil so i'm not too picky about "perfect focus" or anything.
