Go to one of the in-game starter systems and you'll find a load of new people. It's fairly obvious who's actually new because they'll be flying around mining in Ibis and such. Bonus points if you answer some questions and help them with whatever they're stuck on in the tutorial/opportunities.

The vast majority of new players never make it to the forum before they find a corp and get involved or give up and quit.

PS - A vet handed me a stack of frigs and answered some questions while I was doing the tutorial (like why I couldn't mine without having fit my mining laser yet). I'm pretty sure I wouldn't have made it much past the tutorial without that interaction and help which got me interested in the game.
