Issues, Workarounds & Localization

Since I started playing EVE a week ago, I've been having a weird issue with my keyboard shortcuts not working (Q to approach, S to warp, CTRL to target, etc.)

Focusing the chat window editbox then clicking on a different part of the UI seems to fix the problem temporarily, but it returns after a few seconds. I suspected this might be a game overlay malfunctioning, but I tried quitting Steam and Geforce Experience and it did not fix the problem.

I really hate having to do everything using the mouse, especially when I need quick reactions for tackling stuff.
Any idea how to fix this?

OS: Windows 10 Pro
CPU: Intel Core i7 4790k
RAM: 16GB
MB: Asus Z97M-PLUS
GPU: NVIDIA GeForce GTX 970
Keyboard: Ducky Shine Mini
Mouse: Logitech MX Master (connected wirelessly via a Logitech unifying receiver)

Eve is running in windowed mode.

Just double check that it is actually a bug, because I have always found the EVE shortcuts very confusing. The various UI elements act as windows, although it is not always very clear which one has focus. If you have just been chatting, for example, your focus is on the chat window. Shortcuts for warping, docking, etc. won't do anything until you return focus to the selected object that those commands apply to.
