Traffic control?

My interface froze while trying to jumping into an ordinary system. I got the message "Malkalen traffic control. You will be allowed to jump in 200 seconds" or something like that. After the 200 seconds elapsed I was still frozen.

Nothing worked. ESC key did not work, nor did any buttons in the interface work. Even the Window Close button did not work. I had to use the Task Manager to kill the client.

When I restarted the client, I was in Malkalen.

What is this?

Some hickup probably, happens ... if you are not cleared within a reasonable time (~60s), just relog while the animation is still running. However the client should not freeze ... open a ticket if this happens again.

I'm my own NPC alt.

An actual server box at CCP (they call it a node, and they have hundreds of them) can run many solar systems for the players, and CCP usually mixes some high-sec, low-sec, and 0.0 solar systems on the same node, to balance the load for the 5000+ solar systems that the EVE galaxy has. Jita runs alone on its own node because it's so crowded, but otherwise there's a mix of solar systems running on a node.

Sometimes there's a heavy battle in 0.0, and the battle location just happens to be on the same node as your high-sec (Malkalen) solar system. When the node is overloaded by many ships trying to shoot each other, it tries to limit how many NEW ships can enter the node by placing stop lights at the gates (that's the message you saw).

Normally you can try again after the 200s or whatever, and it lets you in, but the node is overloaded, so sometimes you get disconnected instead (node just can't keep up with the load). When a node disconnects you, nothing works on your screen (all the commands you click must be OK'd by the node, and the node isn't responding), and after a while the EVE client running on your computer gives you the message that you've been disconnected and makes you log in again.

When you logged in again, the overloaded node finally got around to processing your request to enter Malkalen, and ordered your EVE client to show you Malkalen.

I think you have two separate problems that are not specifically interconnected.
Memphis Baas gave an excellent explanation for the traffic control notice and those are somewhat rare but they do happen.
However I do not believe that traffic warning was the cause of your client locking up, at least not based on my personal experiences. I have received that same notification many times since I started playing and not once ever has it caused the client to lock up so the usual advice of looking for conflicts within your computer system would be a wise step to take as well.

However the advice by others is still valid and reporting these things is always a good idea just in case.
To make it easier on CCP and help them diagnose the problem there is much information they would like to have.
Date and time as shown on the game clock, lower left hand corner of the screen by default.
What system you are in.
What system you are trying to jump into.
An approximate number of other player ships waiting at the gate.
Any other odd or abnormal behavior you notice in the client just prior to the lock up.

You also get that message if you are the first to attempt a gate jump after a server reset. i spend an awful amount of time in losec so get that message a lot. In that scenario just try and jump again and it usually works the second time.
