Character Customisation / Creation Issue

After entering character creation today and noticing a number of the options were missing, I logged into one of my existing characters and realised that the character customisation screen appears to be only loading a random selection of the total character appearance options.

As you can see from the screenshots below, each time i logged out of the client, logged back in and reopened the character customisation a different number and set of options was available to me. On the character creation screen, the option was not present to change the characters skin tone.
