Idea to improve logistics/neutr. interface

Add to interface value(in percentages) of rr, neutr/nosf modules efficiency to active target.
so it looks like on my pictures below

full efficiency in optimal range

it is no simplification of logistics|neutr. piloting. That feature will add the necessary information for effective piloting.

It need changes only on client side.
