In the State there is no "terrorist forces" at all, since we don't believe in such inefficient actions. And we have our own covert and black op divisions. I have myself participated in covert actions, but again, they weren't against any civilian and worthless targets to cause fear, but against military (and at the time I have served in the Navy - mostly against pirate installations, since the war hasn't started back then).

As for Matari, looking at their actions I could conclude they simply lack real professional military forces, that's why they treat terrorism as a normal warfare mean. As I said earlier, "poor man's war".

Don't take this the wrong way, but isn't a large part of your culture to fight to the last man to defend home, that every man woman and child should defend home? Unless every man woman and child are constantly toting a gun and are trained soldiers, how are they to defend anything? Also you realize if you change the word "home" to " our people" you get the Matari eithos. The Federation must be destroyed right? That includes the civilian population as well as the military.

How many times I should repeat that by destroying Federation I mean destroying political entity and the Federation charter, the criminal government and those, who serve it, not civilian population.

Wasn't my intention to pervert it, my apologies that it was seen that way. However it is civilians that drive any war machine. Your gun? Made by civilian contractors in the Federation and most nations to my knowledge. Your boots? The same. The civilian side of any nation feeds the military side. Patriotism or religion for the Amarr takes civilians and makes them soldiers. That's not really a bad thing but in the end a civilian can and many will become a part of the military. How is that to be dealt with without attacking civilians? Again don't take it the wrong way its an honest question.

Guns don't shoot themselves. Boots don't march without soldiers in them.
And soldiers in boots and guns in their hands don't shoot if they don't get orders from their officers.

Civilians don't participate in war and they aren't our targets. Fuel they something or not, we, Caldari, fight only those who are actually going with war against us. If a civilian takes a weapon or moves into our territory to claim it for himself, he ceases to be a civilian. He becomes militiaman or a soldier in the first case and occupant in the second case. Both are considered military units, as they by their actions and volition commit direct actions against Caldari State.

Before they do it though, they ARE civilians and are not considered a threat. Killing them is a waste of time and expensive ammunition.
