Updating on mobile hotspot stalls

I'm using the hotspot on my phone to play eve while I'm out of town. For some reason the launcher and repair tool do not like this connection. The game plays fine, but when I try to download an update the launcher will stall about half way through, and the repair tool does the same thing.

Does anyone know of a way to manually download these updates or get it so the launcher quit when downloading them?

Using Windows 10.
