Limit on PI?

How do I know what systems allow PI? I have an Indy alt in Lustervik 0.9 and the planets there are not available to the public. I wanted that system due to an Ice and Ocean planet.

Virtually all of them allow PI. Seriously. There is a small handful in high sec that do not, as well as Thera and shattered wormholes.

You generally want to stay away from so high sec systems, aim for .6 or .5 systems hisec if you want any kind of richness of materials, ofcourse for plain factory planets this wont matter.
