Honestly, for shooting, I would doubt it. For tanking, probably.

IMO it has less to do with citadels and more to do with what caps (and dreads specifically) will become at the time. Currently there are good uses for siege mode, I can say that much. Will there be new ones associated with fighting around citadels? We don't quite know yet, although CCP have stated that shooting citadels will be a thing.

With everything up in the air there are no answers to the question, however I want to comment on this.

Granted that the lack of mobility has it's own problems, and not being able to remote repair them could be an issue as well in some cases. In a general sense a 700% boost to damage output will always have a place especially when shooting stationary objects so I am interested in why you think that the siege modules will not be useful when shooting citadels.

There's a finite limit on how much DPS you can apply to Citadels, though (I believe this is what inspired the question).

I am currently away, traveling through time and will be returning last week.

But not all citadels will be undefended, at which point seige mods might well become highly relevent...
