null system sites not respawning hubs?

Anyone notice that your null system would not spawn sites like they are suppose to from time to time and get stuck not spawning on down times?

I have a system that though is not upgraded but has index to 3, refuses to spawn ANY type of site for a week. I've seen this before in other systems in null back in '09. Thought this was a bug that was fixed. (that system was upgraded).

Did the game mechanics change for hubs? Before you could get at least 2-3 sites per system without upgrade to spawn daily. Might be wrong, but those should respawn in a few mins now.
