There are interesting things you can do even in PvE.

-They could have added some hacking areas.
-They could have let RNG decide what you are fighting against and how much.
-They could randomize objectives.
-They could have a faction PvP fit ship pop out of nowhere and warp scramble you.
-As some people mentioned they could turn off concorde for those areas.
-They could have made it so that everyone who participates in the site gets a reward and then up the difficulty a little to encourage people to group up instead of solo them.

I get same feeling as OP for every single Relic and Data site in low and null, specially when I see someones sisters probes in D-scan. Huuuuuuurrryyyyyy...... Blink

With Frostline its bit easier though as low sec I explored was empty. Except once when I was finishing site on my exploration fit proteus and I saw Ishtar inc on D-scan. No way I could defeat that in exploration fit. Ugh
