"Cannot Connect" Error 10054

So, I am thoroughly confused. I have been having connection problems intermittently for the last two weeks or so. My launcher connects (I've tried both the old and beta launchers) but when the client loads and attempts to connect to the server, I am receiving this error: "Could not connect to the specified address. Odds are that you have not established an Internet connection, the server isn't running, or the server address or port number was wrong."

No other applications are giving me issues, including Teamspeak, Google Chrome, or Spotify, so I'm sure that a connection is properly established. I have made sure to allow CCPexefile.exe through the Windows Firewall with the basic settings, as well as create advanced incoming and outgoing rules for ports 26000 and 3724. I have manually edited the prefs.ini file to use both 26000 and 3724 with no change to being able to connect. I have also tried reinstalls, which did not seem to fix the issue either before or after these changed settings and firewall rules.

Occasionally rebooting either the PC or router, or reconnecting to the wireless network will resolve the issue. I have tried changing my DNS server to no results as far as I can tell. I can include network diagnostic information if that would be helpful.

playing with "incoming" rule on your local firewall... heh, you know you should not do that right? (you don't need incoming traffic when playing that's a one way road)

Let's get something out the way : is your local IP address something like "192.168.xxx.xx"?
if YES : your box or router is already blocking all incoming traffic. then windows FW serves no other purpose than blocking local apps to use internet.
using windows firewall is like adding a padlock on your fridge, it will prevent people inside the house to do something when the front door is already closed.

that's my pre-conclusion : Windows FW are pretty much useless. but let's test if this could have an impact on your gaming issue



you allowed exefile.exe to go through the firewall but fun stuff is : exefile are multiples, there are exefile.exe for each launchers
(different locations)

1- turn off windows firewall in the control panel temporarly to check if game works
if it doesn't, then problem is not FW related, stop here, generate diagnostic logs and share them,

if it does, let's try and fix this FW :
2- reset anything for windows firewall http://www.howtogeek.com/201658/how-to-reset-the-windows-firewall-rules-to-default/
if you don't want to reset, just go remove any eve related advanced rules, then look at the first screenshot of the link above, go there on your box (in control panel, if Win10/8 launch old control panel to get back there) and make sure all the ExeFiles are there, delete the lines, just to be sure, then run the game and wait for the popup asking you if you want eve to go on public network, just check all the boxes and try playing
