Is cloaking bugged after the last patch or something?

I have jumped into two belts in the past two days with someone in them outside of scram range. Both left the belt and system within 20 seconds of me enetering thier belt. Both targets were Prospects. There were other people in local so they weren't just running because of that unless they were all alts. It is like they know I am there.

Why do you think it is something related to cloaking instead of:

-Maybe they were watching local and noticed you are still around.
-Just random chance they both filled their ore holds when you arrived.

Both are probably more likely than a cloaking issue.

Yeah, just paranoia and bad timing (and the smell)
