They used to go brighter, but for many people, it was too bright. The current level is a result of the feedback from the player base on test server who wanted to see the effect more than a bright shiny arse end of the ship. Warp it gets intense, so most are happy.

Part of it does depend on the hull as well. Some only have a few smaller engines so less intense visually.

There's also a camera shake element that would add a sense of proximity to the thrusters. Camera shake sucks, so it's probably best to limit that type of effect to the most zoomed-in camera view distance. The nozzles could shake too. Heat distortion of the light around the thrusters, perhaps. Whatever that's called.

The exhaust on my caldari shuttle looks like a butane lighter or torch. It's too bubbly. With that much thrust, everything would be ejected too fast to be anything other than straight.
