API key problem?

The EvE API keeps saying 119 - kills exhausted.

First, what does this even mean?

Second, I know for a fact that they are not as I recently killed someone and they've not shown up on any of the KBs I'm registered with nor can I pull anything on my kills from EvE HQ.

I set up the key exactly the same as for my other account, which seems to work just fine. Also tried with special, KM only keys, remade them, etc...nothing seems to be working. If the request is supposed to return the last 25 kills, there should certainly be plenty there to look at.

Correction, I did find one KB that pulled it. Does pulling the killmails make them unavailable from then on??? Why then would I be able to pull multiple times in eve hq?
