Requirements:

Preferably no more than 20m SP, hopefully a lot less.

At least one race of ships trained to L5 for:
frigate
destroyer
cruiser
battle cruiser
battleship
(the odd L4 acceptable)

Ability to fly a few T2 ships.
Cloaking is good.
Orca capable is good.
Standings: must be able to travel freely in hi sec.

The lower the overall SP the better (ie: it will be cheaper for me to buy).
