Well, you kind of do, but not in the full-blowin spaghetti western sense that people seem to envision when they imagine themselves working as bounty hunters.

At its core, the bounty system is this: a means to track losses in a single opponent without resorting to external (and fallible) sources such as kill boards and without having to involve the whole complexity, impreciseness, and easy evasion of wardecs. This is pretty much a necessity for the profession to work, and while it could be replicated through other means, it would be unnecessarily cumbersome to do so.

What's needed on top of that is the formal contracting and social arena — the system itself offers a very bare-bones version of this, but for serious work, you'll have to build an informal marketplace anyway, and those are the parts you correctly identify as not needing a system. Still, that basic tracking is needed as the basic foundations on top of which the looser social trust can be built.

It is broken for sure.

When i place bounty in a form of iskies i do exect this person podded and there is nothing to do with his ship lost. So i do see it in a stright way -> pod -> full bounty paid for the guy who laid last shot. All the rest is just minor factors.

As far as EVE mechanics go I think the bounty system should be scrapped & left to the players to organize & moderate.

So he has a frind whos in an alt corp and shoot his own pod. Bounty goes back to him and all are happy right ?

What we have now is better than what we had before purely because a bounty is now no longer a simple gift to the target. There's at least that to be said for it. But we won't have a workable bounty system until the issuer can restrict who can claim it. My original idea back in the day was to do this via the contracts mechanism. Being able to issue a bounty contract to an individual or even a specific Corp or alliance would immediately make it possible to increase kill rewards.
