the real central goal here - is to introduce a means by which to counter Cyno generators.

AOE seems a bit too OP, but i do understand the concerns regarding the limited nature of a targeted module.

some compromise must be made perhaps,but generally speaking what I really think is needed is a counter to the impunity of cynos. they flatten combat and effectively mean that any ship int he game is 249 potential supercaps, promoting blobs - which create lag.

also this isn't really a means by which to "fix afk cloaking" so much as to fix solo/small gang pvp in lowsec.

I don't see why an AoE one would be overpowered. Do you consider HIC and dictor bubbles overpowered? 30-50km isn't really that far. The overpowered proposals I've seen are BO's with system wide jammers and ships with on grid jammers. 30-50km is a pretty reasonable compromise. Hell, that's mostly within t2 point range for anyone with skirmish boosts (basically everyone these days). In any case, I really don't see a targeted module being useful.
