Removing incursions won't solve anything. That's the only form of group PvE that exists in the game. There has to be an alternative to grinding level 4s solo, which is boring as all hell. At least in incursion fleets you get to talk to people. If nullsec needs a buff, then buff nullsec. I don't think it's reasonable to require nulsec inhabitants to have high sec alts to make ISK. You're at extreme risk doing anything other than being docked in nullsec, so the reward has to be high.
