Repackaging at POS

Can someone explain to me why in the world after a decade of POSes you cannot repackage a SHIP at a SHIP HANGER ARRAY?

This is a royal pain in the ass for WH corp needing to move assets. To be blunt, it's kinda stupid.

The troll in me wants to say this is like people who move next to an airport knowing full well that airports are noisy and then complains about the noise. That's the way POSs have always been. You moved into a wormhole knowing that. Don't want that, then don't move into a wormhole.

But, I'd never really say that. POSs are being removed over the next year or so as Citadels and other structures replace them, so while that is a pain in the backside for wormholers, change will happen. GD probably isn't the best place to whinge about it though.
