Frigate V or Destroyer V first for PVP?

No worries, both fits are combat proven ,
the ishkur in particular is capable of bringing down ships you wouldn't expect to have any business even thinking about.
She works with meta four modules too but you might want to be careful about your target selection until you have a full t2 tank.

And cheers for the compliment, I have spent some time tweaking the portrait till I was happy with it.

And I'm definitely going to watch that later when I can crack open the whiskey .

When looking at skills to V as a new player generally only train the ones that lead to something else useful.

Example:

gunnery 5 - 5 Days


On first inspection Gunnery V only gives a 2% ROF bonus which is kinda "meh" for 5 days training.

HOWEVER

Gunnery V plus Surgical Strike III ( an extra 12 hours training on top of the 5 days) gives 2% ROF and 9% damage, suddenly well worth training.

Also train the skills that are so powerful that even the inefficient 5th level is a good deal, e.g. Powergrid Management.
