Fleet Regroup option in fleet window

Is there anyway of stopping this after you have clicked it?

One of the fleet went AFK in the POS after which I clicked the Regroup button. This made all the fleet members near me orbit my ship at 500m. I then swapped ships and the AFK fleet member promptly flew off into space as he longer had a valid ship to orbit and wasn't online to stop it. I tried to find an option to prevent this, but there doesn't seem to be one.

Is this mechanic working as intended, useful, dangerous, badly implemented or all four?

Yes, not really, potentially, no.

You shouldn't be AFK in EVE. Ever. Especially not in a fleet.

To save your friend, you can fleetwarp him into a safe tower, that stops his ship when he lands.
