Issues, Workarounds & Localization

Just had a weird experience in a cap stable condor fit. Got into a mess fighting on a gate and when trying to warp away I was completely out of cap and couldnt activate my AB to try and burn out of range. Log shows nothing about neuts being used, even had a chat with the other pilot and he says he had no neuts, which I believe because I never saw a neut activated on me.

I was thinking bug of some sort but then remembered that a few minutes earlier when I tried to warp away from station (I bounced off and had to realign) and noticed that the cap was draining before the warp drive actually activated. If this happened in the fight it means my cap was drained by the attempt to enter warp even though I was warp scrambled and the drive never activated.

I was under the impression that the cap wasn't drawn until you actually went into warp, if not then spamming warp could just completely drain your cap. Has it always been this way and I've just somehow never ended up in this situation or has something changed?

edit: Just tested again and indeed my cap is draining before I actually even enter warp and canceling and trying to warp again just continually drains cap without my ship actually going anywhere. Really don't remember it working this way otherwise trying to warp out of a fight would end up in every module going offline as soon as you hit that warp out button whether you actually make it into warp or not.

edit: after testing it appears that what happened to me in the fight was that I wasn't pointed when I first tried to warp out and so the warp drive activated and drained the cap, while I was still aligning I was pointed and my warp drive was shut down (a large system so the distance of the warp had completely drained my cap) and it left me completely out of cap and helpless. Still don't recall cap drain occurring before actually entering warp but I suppose I may have just never noticed.
