4 way war is comming - we need L4 SoE agent in Gallente space

It was a real shame when they killed the Gicodel mission hub. I ran a lot of missions out there.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.

It seems that these days the only valid L4 Missions are from SOE. To me, thats a bug. I dont know how to make other NPC LPs worth to gain, you cant really make isk with them anymore (look at fuzzwork, LP2ISK ratio for imperial navy heatsink is almost negative), but there NEED to be something.

L4 Missions are unbalanced.
