I think perhaps part of the problem here is that the second bit isn't really true.

I got an Occator fit that I keep wanting to put together that has a 260k EHP Buffer tank. But it sacrifices some cargo capacity, so I suppose that doesn't count, since every carebeary ship should be able to fit a monster tank and perform its job perfectly.

(A reasonably priced version of the above still boasts 213k EHP buffer and costs less than half as much as a freighter.)

So DSTs can be hard to kill. You just haven't put the effort into making yours hard to kill. I have the same problem with my tankless EWAR drake, but I don't complain after it meets it's inevitable demise.

~500m (mostly in the Rigs+Hull), with a Legion boost, 213k EHP. Without, 176 EHP. Easily comparable to a Charon's 180k EHP, and much faster.

EDIT: Getting the bigger tank one is easy. Spend more ISK.

Now, I am all for DSTs getting an appropriate hit point buff (no more than 6k hp total gained) and, more importantly, a cargo hold buff, though if your friend can't survive a single salvo from a tornado he's doing something wrong, even if its a BR.

Jumping into bonuses, all the transports could use a 5% resistances per level of transports vs the 5% shield boost/ armor repair amount per level they currently get, which would also be a positive step without overpowering them.
I also like where Artreju was going (yes, two pages back), though the +2 warp strength bonus is a role bonus, which are always a fixed bonus. Turning the BR's transport bonus of covert cloak into a role bonus and giving it something else in its place, now that may work.
Giving the DST a set +25% hitpoint bonus, or a +50% hitpoint bonus but a -10% rep/boost/regen amount (thinking of the Makinaw's role bonus here) would accent these ship's high short-term durability, encouraging them to try to simply run from conflict than to stick around.

Overall, the OP is onto something good, but approached it from the wrong way. What I'd like to know what is an interdiction nullifier ability going to do in empire? Not like the DST can switch its engines around for an afterburner bonus or a sig radius reduction bonus.
